Abstract

This study aims to analyze the influence of inclusive leadership on the innovative behavior of hospital staff, with perceived organizational support (POS) as a mediating variable. Inclusive leadership is believed to foster an open, supportive environment that encourages active participation from all members of an organization, thereby strengthening motivation to innovate. The study employed a quantitative method using a survey of 80 staff members at RSUD dr. Slamet Garut between April and May 2025. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM).  The results reveal that inclusive leadership significantly affects perceived organizational support but does not directly impact innovative behavior. Similarly, POS does not have a significant direct effect on innovative behavior, but serves as a partial mediator between leadership and innovation. A Q² value of 0.755 indicates a strong predictive capability of the model. These findings emphasize the importance of POS as a psychological prerequisite in cultivating an innovative organizational culture. The study suggests the need for systemic reinforcement of a supportive work climate and inclusive leadership training to create an environment where creativity and idea generation can thrive sustainably.
